Ha Tien Town: Efforts to Overcome Difficulties

Ha Tien Town surmounted numerous difficulties and challenges to achieve many accomplishments in socio-economic development in 2012. The town has adopted many solutions and measures to deal with potential hardships in achieving its set targets for 2013.


In 2012, Ha Tien Town successfully fulfilled its socio-economic development plans in the context of economic slowdown in the country and in the world. But, the town thoroughly grasped the guidance of the provincial government and effectively implemented comprehensive measures to maintain high economic growth and outdo many key indicators.
Specifically, the town’s economic growth was estimated at 18.66 percent in 2012. The service and trade sectors expanded 26.65 percent; industry and construction sectors 28.82 percent; agriculture, forestry and fisheries sectors 14.9 percent. In 2012, per capita income reached VND38.735 million; total exports valued at US$123.8 million, up 15.8 percent year on year; industrial – handicraft output value was VND678.736 billion; and agricultural, forestry and fishery production valued at VND817.516 billion.
Other fields like transportation, urbanisation and infrastructure construction developed sustainably. In education, in school year 2011-2012, 100 percent of high-school students and 99.8 percent of secondary students passed graduation examinations, respectively. Public health care was intensified last year. National health programmes, pro-poor health check programmes and food safety and hygiene programmes were effectively deployed. Cultural, artistic, sporting and tourism activities were also expanded and diversified to attract tourists. In general, most social and economic indicators exceeded the targets in 2012.

But, Ha Tien still has some shortcomings and limitations. Although economic growth still advances, the pace starts to slow down. Most local businesses are struggling to survive. Many have to scale down or stop operations, leading instable budget revenue and insufficient funding for basic infrastructure construction. Tourism infrastructure has been invested but the investment is segmented. To date, many key projects are behind schedule like embankments surrounding residential areas, Thuan Yen Industrial Park, Ha Tien Industrial Complex, Ha Tien Border Gate Economic Zone, Bai No Port, and tourism projects. Seafood output was 7.5 percent short of the plan in 2012.
So, in 2013, to overcome existing limitations on the difficulties, Ha Tien Town has launched several solutions. Accordingly, the town will focus on directing production and business development activities, promoting connectivity with other units inside and outside the town to boost goods sales, intensifying meetings with local businesses to seek solutions to their difficulties to augment trade, service, import and export activities. Ha Tien will also create favourable conditions for businesses to locate their seafood processing, dried shrimp processing, fish meal, fish sauce projects in industrial complexes in Thuan Yen commune. At the same time, the town will step up fishery and agricultural development, apply scientific and technological achievements to production, aquaculture and crop cultivation to enhance productivity and quality to meet market demands, especially pushing up large-scaled shrimp farming in Thuan Yen commune and Vam Hang area in Dong Ho ward.
In infrastructure construction, Ha Tien will continue investing in on-going projects like Ao Sen (Lotus Pond) Bridge, Road to the Hai Dang (Lighthouse), educational, medical, cultural, urban projects as well as projects in poor areas like My Duc, Thuan Yen, Cu Dut and Tien Hai.
In education, Ha Tien will ensure the schooling of all children. In health, the town will effectively carry out national health programmes. In administration, it will accelerate administrative procedure reforms, improve management efficiency of State organs, and perfect single-window and electronic administrative mechanism.
But to accomplish the above tasks, Ha Tien will need supports from Kien Giang province. Currently, the town is having some near-complete projects but they are falling short of capital for completion. Hence, the town expects to have capital soon to bring them into operation to serve social and development. As centrally supported projects require 65 percent of local counterpart budget, Ha Tien proposes Kien Giang province allocates some VND15 billion a year to it because it does not have enough capital. The town will give priority transportation system investment to spur social and economic development. Ha Tien expects to become a third-grade urban zone in the near term.
